This is so that, except in exceptional rainfall events, overflow need not be considered. (If it does overflow, then the water in the main bucket would need to be measured, but this needs to be avoided.)

… To the bottom of this container, a stand/support needs to be attached ("C" in diagram above), which serves two purposes:
(a) to provide stability in case the container is accidentally tipped-over, and
(b) to locate the container, so that no matter how off-centre the container is, the spout of the funnel will be over the container when fully assembled.

This second point is particularly important when you can't see well (or at all). Some experimentation is required to get the dimensions right to comply with this second requirement. I used the base of a plastic box that had some spare car bulbs supplied - as it needed to go over the bolt I had used to attach the weighted base to the bottom of the bucket (see above), this was an ideal choice.
